This paper explores the potential of mobile and mobile-assisted language learning (MALL) applications in enhancing English-speaking skill for students at Vietnamese People's Police Colleges, using social constructivism as the theoretical framework. While previous studies have primarily evaluated the general effectiveness of individual apps on speaking skill, there remains a lack of comprehensive analysis on how the distinctive features of mobile and MALL apps collectively impact the development of this language skill.
Through a review of relevant literature, the study aims to clarify the specific features of various popular applications and how they contribute to the improvement of students’ English-speaking abilities. The findings highlight that mobile and MALL applications are not only valuable tools that support learning, but also create positive and engaging learning environments where students can actively and effectively practice speaking English.
Based on social constructivist theory and considering the specific characteristics of students at People's Police Colleges in learning English, this research recommends the integration of mobile and MALL applications into English language teaching practices. This integration is expected to diversify pedagogical approaches, enhance speaking skills, and foster greater interest in language learning among students. The paper also proposes directions for further research, focusing on evaluating the long-term impact and identifying optimal methods for applying mobile technology in foreign language teaching within the People’s Public Security education system.

Biography

Khac Hai Bui is the Vice Dean of the Faculty of Foreign Languages and Informatics at People's Police College I (PPC I). He has over 21 years of experience teaching English and holds a Master's degree in Justice Leadership. His research and professional interests include English language education, digital transformation in education, curriculum development, and enhancing foreign language competence among police officers.

Phuong Thao Trinh is an English lecturer at People's Police College I (PPC I) with over a decade of teaching experience. She holds a Master's degree in Education from the University of Adelaide, Australia. Her research interests include technology-enhanced language learning, mobile-assisted language learning (MALL), and the use of innovative digital tools and pedagogical approaches to improve students' English-speaking and writing proficiency.
