Abstract
To implement the project "Developing English as a Second Language in Schools for the 2025–2035 Period, with a Vision to 2045," Vinh University of Technology Education has initiated a systematic research roadmap to reposition English from a foreign language (EFL) to a second language (ESL). This article identifies the theoretical foundations of ESL teaching and learning, analyzes the university's institutional readiness and support factors. Along with identifying the existing advantages, the study highlights critical practical shortcomings and challenges encountered during this transition. Consequently, four groups of feasible solutions are proposed: (1) management and policy, (2) curriculum and teaching methods, (3) professional development for educators, (4) establishment of language ecosystems integrated with technological implementation. The findings demonstrate that this strategic transition is both theoretically and practically essential within the university's current context.

Biography
Dr Tran Khac Hoan is a Senior Lecturer , and currently serves as the Vice Dean of the Faculty of General Studies, Foreign Languages, and National Defense Education at Vinh University of Technology Education (VUTED). Dr. Hoan has made significant contributions to both institutional administration and academic research.
