Abstract: In the context of rapid digital transformation and growing international cooperation in law enforcement, English proficiency, particularly English for specific purposes (ESP), has become an essential requirement for officers of the People’s Public Security forces of Vietnam. At the People’s Police Academy (PPA), English functions not only as an academic subject for cadets but also as a vital tool enabling them to access professional knowledge, participate in international training, and perform future duties in cross-border settings. However, the Academy’s highly disciplined environment, intensive training schedules, and limited exposure to authentic language use present significant challenges to effective language learning. This study investigates the application of technology in teaching and learning English as a second language at the PPA, with a focus on ESP-oriented instruction. It examines the integration of online learning, blended learning, and mobile-assisted language learning (MALL), alongside the use of artificial intelligence (AI)-supported tools to facilitate discipline-specific language development. Findings from surveys, interviews, and learning outcomes indicate that technology enhances learning flexibility, improves communicative competence, and fosters learner autonomy among cadets. Nevertheless, several challenges remain, including the lack of systematic integration of technology into ESP curricula, limited teacher digital competence, inadequate technological infrastructure, and the absence of appropriate assessment methods. To address these issues, the study proposes a set of practical solutions, in which the development of technology-integrated ESP curricula and technology-enhanced testing and assessment is identified as one of the key components, thereby ensuring closer alignment with the professional demands of police training in the digital era.

Biography

My name is Nguyễn Viết Dũng. I am currently a teacher in the field of English language teaching at the People’s Police Academy in Vietnam. I am passionate about education and committed to enhancing the quality of language learning through effective and innovative teaching approaches.
I have experience in teaching English and designing lesson plans. I continuously seek to improve my professional knowledge by staying updated with current trends in TESOL. My particular interests include Communicative Language Teaching (CLT), technology integration in education and academic skill development.
Through VietTESOL, I hope to connect with a community of dedicated educators, expand my professional expertise, and contribute meaningfully to the development of English language teaching in Vietnam.
