Description
The transition from EFL to ESL within the higher education sector, particularly in specialized institutions or academies in Vietnam, represents a significant turning point requiring extensive structural and administrative adjustments. This presentation explores collaborative management strategies developed to implement the ‘Language Community’ model within the context of officer training at a specialized academy. Drawing on language policy research and the concept of expanded domains of English use, the study analyzes how this model is facilitated by coordination between the foreign language department and the training management department within the academy. This collaboration ensures that pedagogical innovations, such as curriculum redesign and the integration of professional tasks, are supported by a robust administrative framework and strategic resource allocation. The language community model creates an environment where English becomes a professional tool, encouraging learner agency and stakeholder engagement throughout the academy. By presenting a phased transition roadmap, the presentation addresses key conceptual tensions in moving toward an ESL future while ensuring pedagogical sustainability.
Biography
Hoang Ha Khuong (M.A.) is a Senior Specialist in The Training Management Department at the People’s Security Academy (PSA). From 2014 to 2025, she served as the principal officer overseeing the management and implementation of the National Foreign Language Project at the PSA. Currently, she leads the strategic formulation and execution of Project 2371, a flagship initiative aimed at institutionalizing English as a second language within educational frameworks for the 2025–2035 period. Her work focuses on developing context-specific pedagogical solutions tailored to specialized training environments and heterogeneous learner populations. Her efforts have significantly advanced the quality of English language instruction and the sustainable development of linguistic competence among cadets.
Thi Duc Huong Ngo (M.A) is a Senior Lecturer in the Department of Foreign Languages at the People’s Security Academy with over 20 years of experience in English language education. Since 2014, she has played a leading role in designing and revising comprehensive course syllabi for both undergraduate and master's programs at the Academy. As a lead editor, she has coordinated the development of numerous English for Specific Purposes (ESP) materials specifically tailored to the specialized training requirements of the security forces. Her academic expertise encompasses linguistic theory, curriculum design, and language assessment. Her professional dedication has significantly enhanced the quality of English instruction and the sustainable development of linguistic competence among cadets and postgraduates. She remains committed to supporting Vietnam’s transition from EFL to ESL by integrating pedagogical innovations into specialized higher education contexts.
