Description

Repositioning English from a Foreign Language (EFL) to a Second Language (ESL) requires practical community engagement, wherein provincial universities play a pivotal role. This study evaluates the effectiveness of applying the Total Quality Management (TQM) model to Service-Learning activities to facilitate this linguistic transition. A mixed-methods case study was conducted at Pham Van Dong University. Quantitative data were collected using total population sampling of the entire cohort of final-year English pre-service teachers undergoing their graduation practicum, ensuring absolute representation of the intervention group. Qualitative data were gathered via semi-structured interviews with local learners, applying purposive sampling until data saturation was reached. Data were analyzed using descriptive statistics and thematic analysis. Findings indicate that integrating TQM enhances pedagogical responsiveness to learner needs and significantly reduces psychological barriers, resulting in an increased frequency of daily English usage among local residents. The study proposes a practical management framework to help provincial universities optimize student resources, fulfill their University Social Responsibility (USR), and contribute to regional language development strategies.

Biography

Vo Duy Quan (born 1984) is the Director of the Center for Student Support, Enterprise Relations, and Startup at Pham Van Dong University in Quang Ngai province. I have 16 years of teaching experience and 10 years of expertise in higher education management. Currently, i am a Ph.D. Candidate in Educational Management at the National Academy of Education Management. My primary research focuses on the application of the Total Quality Management (TQM) model to the management of community service activities, Service-Learning, and University Social Responsibility (USR) at provincial universities. Contributing to the VIC 2026 convention, my research aims to provide practical management solutions to facilitate the repositioning of English from a foreign language to a second language within the context of local higher education institutions.
