In the context of comprehensive international integration, transitioning the English teaching and learning paradigm from "English as a Foreign Language" (EFL) to "English as a Second Language" (ESL) has become a pressing requirement in higher education. The key to realizing this paradigm shift lies in cultivating Learner Agency. This study explores the current situation of learner agency among non-English major students at Tan Trao University. Using a mixed-methods approach, including surveys and interviews, the study examines psychological barriers, learning strategies, and environmental factors that affect students’ autonomy in learning English. These students need English as an important tool for accessing academic materials in their fields. Based on the findings, the study suggests several teaching solutions, with a focus on applying information technology to create personalized learning environments. This aims to encourage students to use English more actively as a tool for communication and practical purposes.

Biography
Bui Thi Lan is a lecturer of English at Tan Trao University, Vietnam. She has been working there since 2011. She has many years of experience in teaching English to university students, especially non-English majors. Her academic interests include English language teaching methodology, learner autonomy, communicative language teaching, and the integration of technology into language education. Her recent studies focus on improving students’ motivation, speaking skills, and learner agency in English classrooms. She is particularly interested in exploring practical approaches to helping students use English effectively for academic and professional purposes in the context of international integration
