Description
This study examines change management and human resource development (HRD) at the University of Foreign Language Studies, University of Danang (UFLS-UD) within the context of Vietnam's national roadmap to transition English from a Foreign Language (EFL) to a Second Language (ESL). Following Notice No. 45-TB/TGV and Decision 2371/QĐ-TTg, the research utilizes Kotter’s 8-Step Change Model and the "Triple Helix" framework to assess institutional readiness and manage the transition process. A situational analysis of 227 faculty members highlights critical challenges, including faculty resistance to leaving "comfort zones," low international research productivity (0.1 articles/lecturer/year), and the need for structured support for English as a Medium of Instruction (EMI). The paper proposes a strategic HRD roadmap that integrates digital innovation (AI-First), professional development (CPD), and industry-aligned practical experience, where faculty spend one year in the industry every five to seven years. By fostering an "Internationalisation at Home" environment and institutionalizing these new pedagogical approaches, UFLS-UD aims to serve as a national model by 2030. This transition is not merely academic but a vital response to global labor market demands and international accreditation standards

Her professional and research interests are centered on enhancing teaching quality, innovative foreign language pedagogy, and strategic human resource management within higher education institutions. With extensive experience in administrative oversight, she focuses on how organizational development and faculty training can align with internationalization trends and national mandates. She has published research in the Journal of Science and Technology – The University of Danang, specifically addressing human resource strategies in the era of global integration. For the VietTESOL International Convention 2026, she explores the intersection of change management and the EFL-to-ESL transition roadmap to provide practical HR solutions for institutional restructuring.
