This paper presents a practical reflection on how provincial-level educational leadership can contribute to the sustainable implementation of English language programs, particularly in early childhood and general education. Drawing on the experience of Kien Giang Department of Education and Training, the report highlights strategies used to integrate national foreign language policies into local realities, focusing on teacher development, resource allocation, and inter-sectoral coordination.
Challenges such as disparities in teacher qualifications, digital infrastructure, and learner diversity are addressed through adaptive management practices and targeted interventions. This paper also discusses the role of monitoring and mentoring in sustaining program quality and proposes a localized framework to ensure long-term impact. The findings contribute to the ongoing dialogue on decentralization in language policy implementation and offer lessons for similar provincial contexts across Vietnam.
